Tony Hebert

Tony Hebert serves as HUD's Acting Chief Data Officer in the Office of Policy Development and Research. Previously, he led data analytics and technology initiatives in HUD's Office of Field Policy and Management and held key roles in the Office of Public and Indian Housing and Office of Community Planning and Development, focusing on HOPE VI public housing revitalization, housing vouchers, and disaster recovery.

Tony spearheaded HUD's field operations for Hurricanes Harvey, Irma, and Maria, and played a pivotal role in developing and implementing the Disaster Housing Assistance Program (DHAP) after Hurricane Katrina, which provided long-term housing to over 37,000 displaced survivors. For these efforts, he earned HUD Secretary and Gears in Government Awards in 2009, 2018, and 2019, as well as a Secretary's Award for Housing Choice Voucher Program Management in 2006. He joined HUD in 2001 as a Presidential Management Fellow.

Beyond HUD experiences, Tony was a visiting fellow at the Urban Institute and Family Justice, where he researched prisoner re-entry in New York City Housing Authority properties. He also directed the Participatory Development Program at the University of Tennessee Community Partnership Center, recognized as a HUD national best practice in 2000.

Tony holds a PhD and MA in Anthropology from the University of Florida and a BA in Anthropology from the University of North Dakota. His career reflects a commitment to leveraging data and policy innovation to enhance housing opportunities, improve disaster recovery efforts, and advance sustainable community development.
