Duties

This position is located in the Policy Development Division within the Office of Policy Development, Office of Policy Development and Research (PD&R). The Policy Development Division is responsible for providing staff support to the Assistant Secretary, Principal Staff, and the Secretary on matters of national housing and community development policy including reviewing, analyzing, and developing recommendations and proposals on new or revised programs, policies, Departmental budgets, regulations, issuances, and legislation, and providing interagency coordination of policy and program development. The Division is responsible for providing comments on all HUD regulations and other major issuances. It also provides a final policy review of reports such as research studies for the Assistant Secretary and other Senior Staff.

As the Directives Management Officer you will:

Review rules developed within the Division and throughout the Department for format and uniformity of style, and completeness, in accordance with HUD and Federal Register standards for departmental clearance. Analyze proposed issuances to determine the appropriate clearance offices, conformance with established procedures and policies, proper format in accordance with Departmental issuance procedures, and adequacy of issuances and legislation. Establish comment due dates, supervises the production and distribution of documents for clearance, follows the clearance schedule and contacts overdue offices concerning their responses (granting extensions of time where appropriate) and provides incoming comments to the appropriate person or persons within the Department of action. Serve as the Directives Management Officer (DMO) for the Office of PD&R. Serve as the principal point of contact within PD&R on all matters relating to directive issuances. Determinations with respect to rules and issuance clearances are based on the incumbent's knowledge of programs and organization structure and functions, and systems requirements. Maintain records on all regulations and issuances in internal clearance within the Department, and all regulatory materials undergoing final sign-off and approval within the Department; keeps records on all policy reviews from draft final report, through development of Policy Implications Memorandums, to scheduling of Research Utilization Committee Meetings.

Qualifications and Evaluations

QUALIFICATIONS REQUIRED

Applicant must have one year of specialized experience equivalent to the next lower grade in the Federal service, which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Experience is typically in or related to the work of the position as described in the Major Duties above.

Specialized Experience

Demonstrates the independent comprehension and summary of complex written material, coordinating, tracking, and efficiently managing multiple work streams or tasks to achieve project objectives and meet deadlines.

Education at an accredited college or university may be substituted for experience at the levels provided below if it demonstrates the knowledge, skills and abilities necessary to perform the duties of this position. Applicants substituting education for all or part of the experience requirements must submit a listing of college courses or college transcript. An official transcript will be required prior to appointment.

Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

Combinations of Education and Experience: Education and experience can be combined to meet the minimum qualification requirements. To combine education and experience, the applicant's total qualifying experience is converted as a percentage of the experience required for the grade level. Then the applicant's education is converted to a percentage of the education required for the grade level. Finally, the two percentages are added. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. For example, an applicant for the GS-07 level has completed ½ the requirements for one year of graduate education = 50% of the education requirement; AND has worked full time for 6 months in a position that provided the specialized experience required for the GS-07 level (as defined in the announcement) = 50% of the experience requirement.

Candidates must meet time and grade and qualification requirements within 30 days of the closing date of this announcement. Time in grade regulations require 52 weeks at the next lower grade in the normal progression for the position.
