This year's second edition of Breakthroughs has just been posted on the Regulatory Barriers Clearinghouse (RBC) website. In this issue, you'll read about Hawaii's efforts to promote affordable housing, workforce housing in a Colorado resort town, and a program to convert stalled developments into affordable housing in New York City.
