St. Louis, Missouri: Crown Square Historic Rehabilitation in Old North St. Louis

PD&R’s Case Studies Series highlights sustainable housing and community development projects and innovations from across the country. The most recent report details the revitalization of Old North St Louis, Missouri, one of St. Louis’s historic urban core neighborhoods. Spurred by a community-informed plan for the neighborhood, the Old North St. Louis Restoration Group, the Regional Housing and Community Development Alliance, and neighborhood residents have taken the lead in the rehabilitation and new construction of over 200 housing units in the neighborhood in recent years. The signature component of the revitalization effort is the historic rehabilitation of Crown Square, a mixed-use, neighborhood commercial district. In 2010, Crown Square was awarded the HUD Secretary’s Award for Excellence in Historic Preservation and the larger revitalization efforts in Old North St. Louis were honored with an award for Overall Excellence in Smart Growth by the Environmental Protection Agency in 2011.

  • Crown Square includes the historic rehabilitation of 27 buildings adjacent to an underutilized pedestrian mall. The rehabilitation includes 80 mixed-income housing units and 34,000 square feet of commercial space.

  • The developers used a combination of New Market Tax Credits, Low-Income Housing Tax Credits, state and federal historic rehabilitation tax credits, Community Development Block Grants, and transportation enhancement funds.

  • The revitalization has attracted residents back to the neighborhood. The 2010 census shows population growth in Old North St. Louis, reversing the trend of outward migration.

  • The revitalization effort uses past infrastructure investments and proximity to transit in promoting smart growth in an historic urban core neighborhood.
