Message from PD&R Leadership:
Roles in Partnerships for Place-Based Work

In October, 2014, Kathy O'Regan announced the 2014 winners of the Secretaries' Award for Public-Philanthropic Partnerships on behalf of the HUD Secretary. Each of the initiatives receiving awards used cross-sector partnerships to address community needs to improve the lives of community residents. These initiatives demonstrated the complimentary and overlapping roles for community organizations and foundations and their federal partners for place-based work.

In Practice:
Apartment Building Renovated for Disabled Homeless in Wheeling, West Virginia

In 2012, the Greater Wheeling Homeless Coalition, based in the northern panhandle of West Virginia, opened Gertrude Flats, which offers 18 beds for chronically homeless individuals with extremely low incomes. The coalition's decision to own and manage rental apartments came after difficulties renting units in properties run by other parties. With the Gertrude Flats, the coalition is now able to create a supportive environment for residents — 87 percent remain permanently housed — and better fulfill its core mission as a service provider.

Policy Update:
Paired Testing and the Housing Discrimination Studies

Research to understand the extent of housing discrimination is critical to developing successful enforcement strategies and educational campaigns. The paired testing methodology used in HUD's Housing Discrimination Studies is an important tool in furthering fair housing, as are other methods of uncovering housing discrimination.

Why Did Pruitt-Igoe Fail?
Commonly held narratives for the failures of public housing blame modernist architecture, public assistance programs, and the residents of public housing themselves. The award winning documentary, The Pruit-Igoe Myth, however, debunks these explanations, arguing that structural changes occurring in St. Louis and operating funding shortfalls better explain the eventual failure of the Pruit-Igoe public housing development. As the filmmakers note, the development was based on incorrect forecasting of St. Louis's future growth and was burdened by rigid program rules, systemic racial segregation, a lack of surrounding amenities, and general decline of the city.
