New Picture of Subsidized Households Fact Sheet from HUD User

HUD's Office of Policy Development and Research (PD&R) offers a wealth of data on the HUD User Clearinghouse. PD&R is pleased to present a second Picture of Subsidized Households (Picture) fact sheet, which summarizes and highlights statistics from the Picture dataset.

The Picture dataset, also known as the Assisted Housing: National and Local dataset, allows users to sketch a picture of more than 5 million subsidized households across the United States. Picture data include the following U.S. Department of Housing and Urban Development program classifications: Public Housing, Section 8 Housing Choice Vouchers, Section 8 Moderate Rehabilitation, Section 8 New and Substantial Rehabilitation, HOME projects, Section 236, and other HUD multifamily subsidies.

PICTURE OF SUBSIDIZED HOUSEHOLDS, 2016

Since passage of the U.S. Housing Act of 1937, the federal government has provided housing assistance to low-income renters. Most of these housing subsidies were provided under programs administered by the U.S. Department of Housing and Urban Development (HUD) or predecessor agencies. All programs covered in this report provide subsidies that reduce rents for low-income tenants who meet program eligibility requirements.

Assistance provided under HUD programs falls into three categories: public housing, tenant-based, and privately owned, project-based. Programs in this dataset include Public Housing, the Housing Choice Voucher Program, Moderate Rehabilitation, Project-Based Section 8, Rental Assistance Payment, Below Market Interest Rate properties, Supportive Housing for the Elderly, and Supportive Housing for Persons with Disabilities Program.

The average family expenditure per month for all HUD programs in 2016 was $332, and the average HUD expenditure per month was $687.
