Hope Manor Joliet Pioneers Supportive Housing for Veterans and Their Families in Joliet, Illinois

HUD USER publishes a series of case studies based on federal, state and local strategies that increase affordable housing opportunities, apply sustainable features and practices, and increase access to public transportation. The projects featured in these reports have demonstrated innovation through a multitude of partnerships and initiatives. Each report outlines a project’s objectives and the development strategies used to achieve them.

Opened in 2017 in a quiet neighborhood of Joliet, Illinois, Hope Manor Joliet is a 67-unit, 4-building affordable permanent supportive housing complex for veteran households either coming out of homelessness or at high risk of homelessness. The fourth project in nonprofit Volunteers of America Illinois’ (VOAIL) Chicago-area Hope Manor Developments, Hope Manor Joliet is among the nation’s first large supportive housing developments designed to serve both single veterans and those with families. Accordingly, Hope Manor Joliet has ample child-oriented spaces, including a playground and children’s resource room, in addition to space for service provision including peer counseling and case management. For these innovations and more, Hope Manor Joliet was awarded the 2019 Charles L. Edison Tax Credit Excellence Award in the Veterans Housing category from the Affordable Housing Tax Credit Coalition.
