HUD's Learning Agenda

Hello friends of evidence-based policymaking,

High quality research is critical to helping the U.S. Department of Housing and Urban Development achieve its mission to create strong, sustainable, inclusive communities and quality, affordable homes for all. The bipartisan Foundations for Evidence-Based Policymaking Act (“Evidence Act”) of 2018 requires federal agencies to launch a major new research and evaluation planning effort called the Learning Agenda. The first Learning Agenda for fiscal years 2022-2026 will align with the Department’s Strategic Plan and program operations, making it a living document that drives HUD’s evidence-building for policy and program management.

The Learning Agenda is being developed right now, and HUD is seeking input and support from customers, practitioners, advocates, researchers, and policymakers at the federal, state, and local levels. Through the Department’s extensive stakeholder engagement, the Learning Agenda team intends to identify critical, policy-relevant research questions and help to inform how HUD invests in evidence building over the next five years.

The questions, themes, and projects proposed in the Roadmap serve as a foundation for the Learning Agenda. We would like your feedback on the ideas and topics we are missing; possible changes or updates to our current evidence building plans; and the most important research questions HUD needs to answer.
