Introducing Policy Development Division Director Jennifer Turnham
In the leadership message, the new director of PD&R’s Policy Development Division, Jennifer C. Turnham, introduces herself and the work of the division. The Policy Development Division is chiefly responsible for developing, reviewing, recommending, and revising policy; coordinating with other federal agencies on policy matters; and producing the Worst Case Housing Needs: Report to Congress.

Robust Partnerships Helped San Diego Deliver Effective Pandemic Relief
When the COVID-19 pandemic struck the United States in spring 2020, the San Diego Housing Commission worked with its community partner organizations to disperse assistance to impacted individuals and families. These partner organizations worked through the COVID-19 Housing Stability Assistance program to disperse emergency rental assistance and through the Operation Shelter to Home program to find shelter and permanent housing for people experiencing homelessness.

The Village at Washington Terrace Preserves Affordable Housing in Gentrifying East Raleigh, North Carolina
The Village at Washington Terrace is a 162-unit low-income development of townhouses and garden-style apartments in the historic East Raleigh neighborhood of Raleigh, North Carolina. Opened in 2019, the Village is the first phase of nonprofit developer DHIC Inc.’s redevelopment of Washington Terrace, a 23-acre rental housing community built in 1950. The Village has a community center, playground, gym, computer lab, and a childcare center run by local nonprofit Methodist Home for Children.

Housing Demand Concentrated in the Suburban Counties of the Milwaukee HMA
The most recent article in a series focusing on HUD’s Comprehensive Housing Market Analyses examines the Milwaukee-Waukesha, Wisconsin Housing Market Area (Milwaukee HMA). This HMA, which has a population of 1.58 million, includes four counties. The HMA lost more than 25,000 jobs during the COVID-19 pandemic, with losses concentrated in the hospitality industry. Area payrolls are expected to grow 1.2 percent over the next 3 years. The housing sales market is slightly tight and the rental market is balanced.
