During the pandemic, unprecedented levels of federal spending combined with eviction prevention policies helped to stabilize rates of homelessness in the United States. In the time since those measures have been rolled back, homelessness has risen sharply, as shown by HUD’s 2023 Annual Homeless Assessment Report. At a recent event hosted by the Joint Center for Housing Studies of Harvard University, a group of panelists discussed the report’s findings and implications, the current state of homelessness in the United States, and lessons learned that can help continue the success of pandemic-era homelessness interventions.

United States – Germany City-to-City Exchange Visits St. Louis

In the Leadership Message, Cynthia Campbell, director of PD&R's International and Philanthropic Affairs Division, discusses the latest meeting with HUD’s German counterpart as part of an ongoing partnership. Participants met in St. Louis, Missouri, and toured projects helping to revitalize the city including the Preservation Square public housing redevelopment project, the creation of a new campus for the National Geospatial-Intelligence Agency, and a portion of a planned 600-mile greenway — of which 130 miles have already been completed — that will run throughout the St. Louis area.

Evaluating Post-Exit Outcomes for HUD-Assisted Households
HUD provides housing support to families through programs such as public housing, housing choice vouchers, and project-based vouchers. Between 1995 and 2015, an average of 14 to 18 percent of HUD-assisted households exited one of these programs. Two recent reports examine outcomes for exiting families to better understand factors that influence positive outcomes. In the Housing and Urban Development Health, Economic, and Residential Stability Study, researchers examined the factors leading up to HUD exits and the outcomes associated with those exits, finding that the chances of positive outcomes increase if exits are meaningfully supported. In the Examining the Housing and Neighborhood Trajectories for Former HUD-Assisted Households With Children report, researchers found that housing choice vouchers are relatively successful at limiting residents' exposure to areas of extreme poverty.

Transforming a Formerly Industrial Neighborhood in the South Bronx
The Bronx Point development in the Lower Concourse area of the Bronx is helping to transform a formerly industrial site along the Harlem River through the creation of affordable housing, a new waterfront park, and the future home of the Hip Hop Museum. The housing component adds 542 rental units, ranging in size from studios to three-bedroom apartments. BronxWorks, a local service provider, offers early childhood educational programming for younger residents. The 2.8-acre park adds numerous community amenities to the neighborhood, including barbeque stations and space for a farmers’ market, while helping to rewild the Harlem River waterfront.
