Mixed-Use Development Provides Space to Live and Work for Caribbean-American Community in Brooklyn, New York

Caton Flats is a 254-unit mixed-use residential and commercial development in the Flatbush neighborhood of Brooklyn, New York. It reimagines a longstanding marketplace, the Flatbush Caton Market, as part of a 14-story mixed-use development. The housing units in Caton Flats are available to households making between 40 percent and 165 percent of the area median income and consist of 64 studio, 97 one-bedroom, 53 two-bedroom, and 40 three-bedroom units. The commercial portion of the development contains 20,000 square feet of community space, including 16,000 square feet for the original market and new business incubator labs. Financing for Caton Flats totaled $134 million, sourced from city-issued bonds, mortgages, developer equity, and grants. Caton Flats has been praised for its blend of housing and business development and received a high volume of applications for its housing units.

Evidence-Based Actions to Help HUD-Assisted Older Adults Remain Healthy and Age in Their Community

In April 2021, HUD and the Centers for Disease Control and Prevention (CDC) established an interagency agreement (IAA) to leverage opportunities and resources to support shared agency priorities for aging in place. This report supports the IAA’s first two goals: to identify evidence-informed policies and practices related to aging in place and narrow the scope to what is needed, relevant, and immediate for HUD-assisted tenants at this time. With support from the National Network of Public Health Institutes and the Georgia Health Policy Center, the CDC identified 24 intervention categories with sufficient or strong evidence pertinent to the health of older adults. One month after briefing HUD on their report findings in May 2023, the CDC held a federal interagency workshop to explore the feasibility of implementing proposed interventions and opportunities for interagency collaboration.

Medicare Advantage Coverage Among Individuals Receiving Federal Housing Assistance

Coordinated services can help HUD-assisted adults maintain independent living as they age, with Medicare Advantage (MA) coverage providing additional benefits. The "Medicare Advantage Coverage Among Individuals Receiving Federal Housing Assistance" study links HUD and Centers for Medicare and Medicaid Services data from 2018 to 2020 to understand MA enrollment among adults in HUD’s three largest rental assistance program categories: the Housing Choice Voucher program, public housing, and multifamily programs. Study findings underscore geographic concentrations of MA enrollees who receive federal housing assistance and highlight the opportunity to engage private MA plans to improve care delivery and supportive services for HUD-assisted persons, especially older adults living in public and assisted housing.

PD&R Quarterly Update: Source of Income Discrimination

On Thursday, July 25, 2024, HUD’s Office of Policy Development & Research (PD&R) will host a Quarterly Update on source of income discrimination and laws. Over the past two decades, evidence of discrimination against housing choice voucher holders has grown. More than half of voucher households live in states and localities that have adopted ordinances to prevent this kind of discrimination. This event will bring together researchers, municipal and state government officials, and fair housing practitioners to share insights into the recent passage of local anti-discrimination ordinances, evaluate research about the impacts of these anti-discrimination laws, and discuss challenges to enforcing these ordinances.

Eviction Protection Grant Program: $40 Million Available for Legal Assistance

The Eviction Protection Grant Program, first launched in 2021, supports experienced legal service providers in providing no cost legal assistance to low-income tenants at risk of or subject to eviction. New grant funds totaling $40 million are now available to eligible nonprofit or governmental entities, such as legal aid organizations; bar associations; legal clinics; institutions of higher education; housing counseling or other social service organizations that provide legal assistance; and local, state, or tribal agencies or courts.

The goal of the Eviction Protection Grant Program is to increase housing stability for low-income tenants through:

  • Prevention: helping tenants avert eviction and prevent eviction filings.

  • Justice: helping tenants exercise and enforce their housing and civil rights and ensure the legal process during eviction is fair.

  • Diversion: increasing tenant access to, and participation in, non-adversarial resolutions outside the court system.

  • Relief: helping tenants avoid the harmful consequences of eviction and gain access to stabilizing resources.

Grantees will also participate in research conducted by HUD’s Office of Policy Development and Research (PD&R) and will be expected to collect and submit data on services provided and associated outcomes.

How to Apply
PD&R is anticipating making approximately 25 awards of $500,000 to $2,500,000 each, with a total of $40,000,000 in grant funds available. We expect to award at least half of the funds available to applicants who did not receive FY 2021 or FY 2022 Eviction Protection Grant Program funds as an awardee or subrecipient.

Call For Papers: Cityscape Symposium on Housing for Those Who Have Served in Our Military

In 2025, Cityscape intends to publish several articles in a symposium that explore research on housing for U.S. military Veterans and their families. We seek quality studies across a broad range of areas related but not limited to: housing instability, supported housing or other publicly subsidized housing, individual or policy-level housing interventions, and other housing-related topics that include Veterans. A central goal is to identify a collection of papers that examine housing for Veterans from multiple disciplines and topics. Papers may be from any discipline but broad enough for a multidisciplinary audience. We are especially interested in articles that are not dedicated to health outcomes. Articles must be original work not published elsewhere.

Papers deemed appropriate for the symposium will be peer reviewed and may need to be revised and resubmitted before a final decision on publication is made. To be considered for the Cityscape symposium on Housing for Those Who Have Served in Our Military, proposals are due by December 1, 2024. For those invited to submit, full manuscript submissions will be expected by May 1, 2025.
