RAD

This tool assists Rental Assistance Demonstration (RAD) applicants to determine if their proposed RAD project is located in an area of minority concentration¹. This tool allows applicants identify the location of their property, pull census tract and housing market area data for that location, and to select an alternative geography for the neighborhood if they believe that the census tract is not an accurate representation of the neighborhood. The tool will calculate the racial composition of the area and generate a report that will be emailed to the applicant. The report, once completed to the PHA’s satisfaction, will serve as the official transcript for the PHA to submit this report to the RAD Resource Desk, along with an explanation of why a proposed alternative geography is a more accurate representation of the neighborhood.

1. Registration is required to use this system. Click "Log In" on the upper right side and then click "Create Account" to create an account. Use the email address at which you would like to receive the output file as your login. When creating an account, be sure to write down the login email and password. An email confirmation will be sent but the email will not contain the password. Returning users should click the "Log In" button, then "User Login".

2. After logging in, Users can create a report in one of two ways:

• Type in the address of the RAD project and click Go. Confirm that the address has been located properly and click Save Project. OR
• If the address is not properly located or is unknown, use the Search box to locate the city, town, or landmark nearest the proposed site and move the marker to the correct location on the map and click Save Project.

A user can click anywhere on the map for a pop-up with a snapshot of census tract and housing market data.

3. On the left-hand side of the screen, the user can click “Show tract” to view the default “neighborhood” that would be assigned to the property in the assessment of minority concentration. (The RAD Tool Options are for informational purposes only and do not impact the analysis or report). If a user thinks that a geography other than Census tract is more appropriate for the minority concentration analysis, click on ‘Start Selection’ to select all tracts included in your alternate geographic boundary. Remember that you have to provide the RAD project location (using one of the two ways mentioned above) before you can do this.

4. Click "OK" on the pop-up to save the selected neighborhood and enter neighborhood name and other requested information on the subsequent pop-up, then click "Save".

5. A pop-up will confirm that the alternate geography was saved and that an email with the neighborhood data as a PDF attachment will be sent. The email should be received at the email address used as your login. The email will come from "HUD RAD" and the email address helpdesk@huduser.gov. Please add helpdesk@huduser.gov to your address book/allowed list to prevent spam blocking. Once the system sends the email, the PDF will also be available for download on this site by clicking "View Projects" and clicking the PDF link next to the correct project.

6. If you do not receive an email and are not able to access the PDF from this site within 24 hours, please email helpdesk@huduser.gov and include the Target Area ID for the file you have not received. The Target Area ID is accessible by clicking on the "View Projects" button. If the area you have selected is not shown in the "View Projects" list, the tool has not yet processed the data - please check again in two hours.

7. You must upload the PDF attached to the email or downloaded from this site to the RAD Resource Desk in order for HUD to receive this information. Saving the alternate geography on this tool will not automatically transmit this information to HUD. Only submit a single PDF with your single, final neighborhood to the RAD Resource Desk. If the site is located in an area of minority concentration, the PHA’s submission to the Resource Desk should also include a justification of whether the proposed site fits one of the exceptions permitting new construction in an area of minority concentration.

• Click "Clear" to cancel the alternate geography selection, start a new alternate geography, and/or clear the map.
• You must be zoomed to level 13 or more to select areas.
• The "View Projects" button allows you to view your saved target neighborhood/community. You will also have the ability to load or delete them. Please note that the data cannot be loaded/viewed until the email has been sent out to you. This is also where you may download the PDF that was sent by email, but it will not appear until the email has been sent.
• Users can save as many projects as desired. Each project can be accessed or reloaded by clicking on View Projects.

This tool assists Rental Assistance Demonstration (RAD), Section 202 or Section 811 applicants to determine if their proposed RAD project, Section 202 project or Section 811 project is located in an economically revitalizing area. This tool allows applicants to identify the location of their property, and pull census tract data for that location. The tool will gather data for certain indicators of revitalization from Census 2000 and ACS 2012-2016 and generate a report that will be emailed to the applicant.

3. On the left-hand side of the screen, the user can “Select Year” and choose “Census 2000” or ACS “2012-2016”. The user can click one of ten default “tract” layers;

• Unemployment Rate,
• Poverty Rate,
• Median household income,
• Median home value,
• Homeownership Rate,
• Housing Vacancy Rate,
• Rental Vacancy Rate,
• Units with low income,
• Units with very low income and
• Units with extremely low income;

to view the census tract of the project. Remember that you have to provide the RAD, Section 202 or 811 project location (using one of the two ways mentioned above) before you can do this.

4. Click "Save Project" to save the selected neighborhood and enter a neighborhood name and other requested information on the subsequent pop-up, then click "Save"
