Pamela Blumenthal

Pam Blumenthal is the Director of the Priority Projects and Innovation Division in the Office of Policy Development and Research (PD&R) at the U.S. Department of Housing and Urban Development (HUD). As the Director, she works with a team that develops and implements new programs and high-profile projects. As a social science analyst in PD&R, Pam has worked on special projects, such as the interagency Thriving Communities Network, reducing regulatory barriers to affordable housing, and developing HUD’s first Equity Action Plan.

Previously, Pam was a Senior Research Associate at the Urban Institute where she engaged with policymakers and practitioners to apply research results across a wide range of economic and social policies, with particular emphasis on cities and urban regions, housing and neighborhoods, and equitable community development. She also worked at the newly-created Consumer Financial Protection Bureau on the design of consumer protection disclosures. Prior to her transition to the public policy world, she was a banking regulatory lawyer in both the private sector and the Federal government.

Pam holds a Ph.D. from the Trachtenberg School of Public Policy and Public Administration at George Washington University; her dissertation focused on local land use regulatory regimes and residential development outcomes in the Washington, D.C., region. She also has a J.D. from the University of Michigan and a B.A. from Cornell University.
