San Francisco: Repurposing Maritime Parcels as Affordable Housing

BRIDGE Housing and the John Stewart Company collaborated with the Port of San Francisco and the Mayor’s Office of Housing and Community Development to repurpose two publicly owned lots into a mixed-use, multigenerational affordable housing community. The port provided Seawall Lot 322-1 to house Broadway Cove, a 125-unit project for families and individuals, and the city property houses 735 Davis, a 53-unit project for seniors. After several legislative actions at the state and local level, the development opened in 2021 and serves as a model for successfully repositioning underutilized public resources to address housing needs in high-cost areas.

A Review of Work Requirement Policies in HUD-Funded Assisted Housing: Final Research Report

This report examines work requirement policies implemented by Moving to Work (MTW) public housing agencies. The project had three main components: 1) a literature review focusing on work requirement policies on a subset of relevant public benefit programs, including assisted housing; 2) A series of interviews with a range of industry and advocacy group leaders to gather their perspectives on work requirement policies in HUD-funded assisted housing; and 3) Semi-structured interviews with the nine initial MTW agencies that have ever implemented a work requirement policy.

Moving to Work, Landlord Incentives Cohort Evaluation: First Interim Report

This report is the first interim report for a multi-year evaluation that compares the characteristics and strategies of Landlord Incentives (LI) Moving to Work (MTW) agencies and standard public housing agencies (PHAs). Using various data sources, including MTW applications and surveys, the report reveals that LI MTW agencies plan to implement various landlord incentives. It also establishes critical information needed to interpret outcomes.

Cityscape Symposium on Landlords and HUD-Assisted Populations: Call for Papers
In 2025, Cityscape intends to publish a symposium of articles examining how landlords and property managers shape outcomes for HUD-assisted households. We encourage papers considering the role of landlords and managers engaged with the full range of HUD programs (vouchers, public housing, Low-Income Housing Tax Credit, Project-Based Section 8, homelessness services, mixed-income communities, etc.). Papers may be from any discipline and employ various methods, but should be intelligible to a multidisciplinary audience. Articles must be original works not published elsewhere.

The issue’s guest editors are Philip ME Garboden, Crown School of Social Work, Policy, and Practice, University of Chicago, and Eva Rosen, McCourt School of Public Policy, Georgetown University.

Papers deemed appropriate for the symposium will be peer reviewed and may need to be revised and resubmitted before a final decision on publication is made. To be considered for the Cityscape symposium on Landlords and HUD-Assisted Populations, extended abstracts are due by September 1, 2024. For those invited to submit, full paper submissions will be expected by January 10, 2025.
