Middle-income households nationwide face numerous challenges when purchasing and maintaining housing. Local organizations are exploring how innovative housing finance mechanisms can make homeownership viable for more households. On September 17, the National Community Stabilization Trust hosted a virtual discussion by practitioners on their efforts to support middle-income neighborhoods by leveraging existing funding tools and innovating new ones with the support of local partners.

The 2023 AHS – 50 Years of Great Data, Ready for the Next Generation of Great Researchers

In the Leadership Message, PD&R’s Todd Richardson, General Deputy Assistant Secretary, and Samuel Risley, Social Science Analyst, provide an overview of some of the ways the release of 2023 American Housing Survey data in September 2024 can aid housing researchers in addressing the current housing crisis of inadequate supply of housing affordable to low-income renters and first-time homebuyers. Richardson and Risley also review how housing costs have changed for renters and owners since the American Housing Survey, conducted in 2019.

Updated Analysis on Positive Rental History
Since October 30, 2022, positive rental history has been included as an element of the Federal Housing Administration’s Technology Open to Approved Lenders (TOTAL) Mortgage Scorecard, and since March 25, 2023, HUD has required lenders to report it. This change is helping to increase credit access for first-time homebuyers with a demonstrated history of on-time rent payments that often are not recorded by credit bureaus. Because of this change, by the end of August 2024, 6,060 endorsements were accepted through TOTAL that otherwise would have required manual underwriting. On average, these borrowers were more likely to be first-time homebuyers, have lower annual incomes, and be Black or female.

Historic YWCA Building Garners Support in Boston's Wealthiest Neighborhood
Located in Boston’s wealthy Back Bay neighborhood, the 13-story 140 Clarendon building, which formerly housed a budget hotel with 66 units, a 118-unit mixed-income apartment complex, and offices for cultural and educational organizations, has been redeveloped by Beacon Communities Development into 210 units of permanent affordable housing. The development includes permanent supportive housing for individuals who previously experienced homelessness and 99 units for families earning no more than 50 percent of the area median income.

Historical Urban Planning in Romania

Master planning in the Romanian capital of Bucharest following an earthquake in 1977 led to the building of the Palace of the Parliament, the largest administrative building in the world, along with other government buildings on the orders of Communist leader Nicolae Ceausescu. The scheme involved the demolition of over 10,000 houses and the displacement of over 50,000 residents at a time when Romanian policy sought to relocate people from villages to urban apartment blocks to increase productivity. Today, the Romanian government is taking steps to memorialize the community that once existed on the site by planting trees and installing commemorative plaques marking former streets and landmarks.
