Rental Counseling and Evictions: Results from a Survey and Listening Session with Housing Counseling Providers

This report responds to a request from Congress via the 2022 Departments of Transportation, Housing and Urban Development, and Related Agencies Appropriations Bill, which directed HUD to: “... work with housing counselors to identify the predominant causes of evictions and to report ... on efforts to improve their processes, including the identification of any barriers to the collection of data on at-risk households, as well as to augment the services offered by housing counselors.” To answer Congress’s request, HUD performed two types of data collection: a voluntary survey of housing counseling agencies with a focus on those providing rental counseling and a listening session with seven HUD-approved counseling agencies. The study discusses four main topics: (1) why clients seek help with eviction; (2) delivery of rental and eviction counseling services; (3) identifying communities and individuals at risk of eviction; (4) methods of following up with clients after counseling.
