This report is part of a multi-phased research project undertaken by the U.S. Department of Housing and Urban Development to understand better the factors that influence Hispanic homeownership rates and the reasons why Hispanic rates are lower than those of non-Hispanic whites. This report is based on analysis of data from the decennial census and in-depth interviews that were conducted onsite with staff from a range of service providers, including housing counselors, affordable housing developers, mortgage lenders and loan officers, and real estate agents. Each of these industry representatives provide an important perspective about the barriers confronting Hispanics and about the ability of service providers to address these challenges.
