HUD proposes new initiatives to reduce barriers

On November 25, 2003 the Department of Housing and Urban
Development published notices in the Federal Register
seeking comments on two HUD initiatives to reduce
federal, state, and local regulatory barriers to the
production or rehabilitation of affordable housing.

In the first initiative, HUD proposes to make removing
regulatory barriers to affordable housing a policy
priority in its SuperNOFA funding process. HUD intends to
give incentives, in the form of additional points, to
governmental and nongovernmental applicants that are able
to demonstrate successful efforts in removing these
regulatory barriers. Some of the programs that may
receive additional points in the scoring matrix include:

o Lead Hazard Control Program
o Youthbuild
o Rural Housing and Economic Development
o Continuum of Care
o Supportive Housing Program (SHP)
o Shelter Plus Care (S+C)
o Housing Opportunities for Persons With AIDS (HOPWA)
o Section 202 Supportive Housing for the Elderly
o Section 811 Supportive Housing for Persons With
Disabilities
o ROSS
o Housing Counseling
o HOPE VI
o Brownfields Economic Development Initiative (BEDI)

Comments on this initiative must be submitted by December
29, 2003.

In the second initiative, the Department is seeking
comments from current and former program participants on
HUD regulations that might have a negative impact on the
creation of affordable housing. HUD would like those
submitting comments to identify the regulations and
suggest how the regulations might be simplified or
streamlined. Comments, suggestions, and recommendations
concerning this initiative are due by January 26, 2004.
