The latest issue of Breakthroughs -- the Regulatory
Barriers Clearinghouse newsletter 4 -- is available on
the Web at

Like previous editions, it's packed with information you
can use to help reduce state and local regulatory
barriers to affordable housing. Unlike the last update,
however, our thematic approach this time out is not
about case law, but is instead wholly focused on viable
practitioner and state/local government strategies.
Indeed, our lead story offers practical considerations
to address when implementing density bonus and/or
inclusionary zoning ordinances. The other two articles
are woven through with a nice high-tech thread: one
covers an on-line permitting and inspection system,
while the other describes an innovative, Web-based
approach to identifying distressed properties available
for rehab and/or (re)development.
Specifically, the new issue looks at:

o Alternative regulatory concepts for local governments
to consider when creating or revising inclusionary
zoning ordinances;

o How Anchorage, Alaska created a Web-based permit
application and inspection request system; and

o How developers in Richmond, Virginia are using the
city's online system to identify infill and blighted
properties available for redevelopment or
rehabilitation.
