"Fostering Secure and Diverse Communities" is the theme
of this year's Fair Housing Month. Every April, HUD
celebrates the strides we've made in furthering this
landmark civil rights law with a series of celebrations,
educational forums, and outreach activities in regions
throughout the nation. As part of this effort, we'd like
to highlight several reports published by the Office of
Policy Development and Research that focus on fair
housing. The following reports are available from HUD

--Discrimination in Metropolitan Housing Markets:
National Results from Phase 1, Phase 2, and Phase 3 of
the Housing Discrimination Study (HDS), (June 2004, 341
p., plus Annexes)

This is the largest and most recent HUD-sponsored effort
aimed at measuring the amount of discrimination faced by
minority home seekers. Phase 1 of the report highlights
key findings on the discrimination experienced by
Hispanics and African Americans seeking to buy or rent a
home.

Phase 2 of the study provides the first-ever estimate of
discrimination experienced by Asians and Pacific
Islanders. Phase 3 estimates the discrimination
experienced by Native Americans seeking housing in the
metropolitan areas of Minnesota, Montana, and New Mexico.

--Moving to Opportunity for Fair Housing Demonstration:
Interim Impacts Evaluation (September 2003, 341 p.)

The Moving to Opportunity program provided thousands of
impoverished adults and children with the opportunity to
use HUD vouchers to move out of public housing in higher
poverty neighborhoods and into lower poverty
neighborhoods. This study examines the impacts of these
moves on the families participating in the program.

--Multifamily Building Conformance With The Fair Housing
Accessibility Guidelines (February 2003, 207 p.)

HUD commissioned this study in 1997 to obtain a
quantitative assessment of the extent of nationwide
conformance with the Fair Housing Accessibility
Guidelines for Multifamily Buildings. The study is meant
to give a broad national view of conformance.
