Just Released: Discrimination in Metropolitan Housing Markets: Phase 3 - Native Americans

While discrimination against African-American and
Hispanic homeseekers is fairly well documented, there is
less known about the bias experienced by Native
Americans. A new study commissioned by HUD's Office of
Policy Development and Research (PD&R) helps illuminate
conditions faced by America's original inhabitants.

"Discrimination in Metropolitan Housing Markets: Phase 3
- Native Americans" presents results from the third phase
of the latest national Housing Discrimination Study
(HDS2000).

The report estimates the level of discrimination
experienced by Native American homebuyers in three
states. As the Native American population is relatively
small and highly concentrated in only a few states, the
state estimates of discrimination were more useful for
policy purposes than a single set of national estimates.

Results are based on 397 paired tests conducted in eight
metropolitan areas in Montana, New Mexico, and Minnesota
in 2002. The paired test method employs two individuals
with identical credentials - one minority and one white -
who each respond to housing advertisements to assess
different treatment by sales and rental agents. This
methodology provides direct evidence of differences in
the treatment that minorities and whites experience when
they search for housing.

Key findings include:

o The level of discrimination faced by Native Americans
in the rental markets of the three states is greater than
the national levels of housing discrimination experienced
by African American, Hispanic, and Asian and Pacific
Islander renters.

o In all three states, Native American renters were
significantly more likely to be denied information about
available housing units than would comparable whites.

o Discrimination against Native American renters ranges
from 25.7 percent in New Mexico to 33.3 percent in
Minnesota, averaging 28.5 percent across all three
states.

This report is one of five related reports that will
ultimately be produced based on the findings of this
