A new report, "Trends in Housing Costs: 1985-2005 and the
30-Percent-of-Income Standard," has been posted to the HUD USER web site
at https://www.huduser.gov/portal/datasets/ahs.html#analyses .  This
report examines the factors contributing to the changes in monthly
housing costs over the period for three groups:  renter households,
owner households with mortgages, and owner households without mortgages.
In addition, the report looks at the adequacy of the standard that 30
percent of household income should be spent on housing.

The report was written by Frederick J. Eggers and Fouad Moumen of
Econometrica, Inc., under contract with HUD's Office of Policy
Development and Research.
