The value labels package has been added to the web page for the 2004 American Housing Survey:

This zip file contains the SAS code to define custom
formats for all character variables in the 2004 AHS
dataset and to associate the variables with the
corresponding formats.  After you do this, whenever you
produce a distribution or table using a variable,
meaningful labels will be printed rather than numeric
codes.

While this package works only with the SAS version of the
dataset, users of other statistical packages may find the
file that defines the formats useful.  You may be able to
adapt it to your own package and save yourself the trouble
of typing in all of the value labels manually.
