Subject: PHAFLG variable


In Appendix C (Coding for Exclusion from Universes) of the June 2002 Codebook for the American Housing Survey a variable labeled PHAFLG is frequently referenced.  However, I am unable to find a definition or explanation of this variable in the codebook.  Does anyone know how PHAFLG is constructed?
