Question on Topcodes in 2009 National Data

Hi all,
I had question about the topcoding of the 2009 Data. It appears that the square footage variable (unitsf) is not topcoded at 97% as described in https://www.huduser.gov/Datasets/ahs/AHS_Public_Use_Files.pdf, but rather closer to 99%. Does this represent a change in procedure or is there another reason behind the difference?
