Fair Market Rent History 1983 - Present

The FMR history file contains the following fields, all for 2-bedroom FMRs. It is in dBaseIII (DBF) format for easy use with database or spreadsheet programs.

The file has been compressed. Before using it, you must:

  1. Download & copy file FMRHIST.zip to hard drive.

  2. Type "FMRHIST". This will un-compress it, creating a dBaseIII- format file. Most data management and spreadsheet programs can read this file "FMRHIST.DBF".

GENERAL NOTES

1. 1995 Change From 45th to 40th Percentile

   In 1995 FMRs began being calculated at the 40th percentile; the 1995 Proposed FMRs at both the 45th and 40th percentiles are included to aid in "splicing" the time series.

2. Metropolitan Area Definition Changes

  Counties can go from nonmetropolitan status to being part of metropolitan areas, and vice-versa. For recent changes we use the following rules:

(a) For a new 1-county metropolitan area (where the only real change is that the area's name changes), we have adopted the metropolitan area name and code for all years starting in 1983, and erased the county record. An example is Mesa County, Colorado (CNTY08077), which has become the Grand Junction Colorado MSA (MSA2995).

(b) For new multi-county metropolitan areas, each component county is kept in the dataset until the year in which the metropolitan area was formed, after which time the fields are blank. An example is Forrest and Lamar Counties, Mississippi (CNTY28035 and CNTY28073, respectively), which in 1994 became part of the Hattiesburg, Mississippi MSA (MSA3285.)
