Social Equity and Urban Planning: Learning From Boston and Los Angeles


A panel discussion at the October 2018 Urban Land Institute conference in Boston explored strategies to promote equitable outcomes as cities grow. The speakers examined tools to avoid gentrification and displacement, and discussed their cities' experiences with recent large-scale planning efforts. The panelists emphasized the necessity of mutually respectful and substantive dialogue between practitioners and stakeholders to support equitable development goals.

Measuring Housing Insecurity in the American Housing Survey
In the leadership message, director of PD&R's housing and demographics analysis division Shawn Bucholtz discusses the American Housing Survey's (AHS) methods for measuring housing insecurity. Housing insecurity describes many problems that people may experience in their housing, including issues of affordability, safety, quality, insecurity, and loss of housing. Bucholtz examines the different ways to measure these problems and describes the special measures included in the 2017 AHS.

"Artist-Led and Community-Driven": Revitalizing Chicago's South Side With Theaster Gates
In October 2018, the Urban Land Institute awarded Rebuild Foundation founder Theaster Gates the 19th J.C. Nichols Prize for his visionary redevelopment work in Chicago, Illinois. Gates, an artist and University of Chicago professor, views community development as a means of nurturing the affected community toward self-empowerment. Gates and his foundation have developed a slow, community-centered model of redevelopment, which incorporates art, history, and cultural pride.

Affordable Transit-Oriented Housing for Seniors in Pittsburgh Helps Community Revitalization Effort
Homewood Station Senior Apartments, a new apartment complex in Pittsburgh's historic Homewood neighborhood, serves as both affordable senior housing and as a component of the area's redevelopment. In addition to providing 41 apartment units, developer Oxford Development Company remediated the pollution caused by a gas station that once stood on the site and preserved a historic post office by incorporating its façade into the structure of the building. The project required close cooperation between the developer, community groups, and city entities.

The latest article in a series focusing on HUD's Comprehensive Housing Market Analyses examines the Austin-Round Rock, Texas housing market area (HMA). Located in central Texas with a population of 2.16 million, the Austin-Round Rock HMA has been experiencing strong economic growth since 2010, with nearly all sectors seeing widespread employment growth. The area's growth has led to high housing demand, with a tight home sales market and a balanced rental market.
