Exploring Housing Costs and Shelter Poverty


Housing insecurity is difficult to define and measure. In November 2018, the Association for Public Policy Analysis and Management held its annual research conference, during which participants discussed more accurate means of measuring housing insecurity. In a panel titled "Investigating Housing Costs and Shelter Poverty: Measurement and Ramifications," four speakers discussed component concepts of housing insecurity such as shelter poverty, and HUD's efforts to produce a transferrable index of housing insecurity.

Partnering to Promote Aging in Place
In the leadership message, director of PD&R's International and Philanthropic Affairs Division Cynthia Campbell discusses the October 2018 forum held by the U.S.-Japan Aging in Place Research Project. The third forum of its kind, the gathering enabled researchers from HUD and three of Japan's government agencies to meet, discuss their work, and tour sites related to aging in place around San Francisco.

Thermal Imaging for Building Diagnostics
Modern thermal cameras, which present a color scale showing relative differences in temperature, are an important tool for detecting problems in construction. Once accessible primarily to energy auditing or consulting firms, models available today are small, relatively inexpensive, and compatible with smartphones or tablets. By using thermal imaging during construction, builders can identify problems with a project's insulation, plumbing, electrical systems, or design at a stage when errors are comparatively easy to fix.

Building Community Support for Affordable Housing in Yorba Linda, California
Opened in 2017, after a successful referendum to rezone a portion of a commercial area for residential use, the Oakcrest Heights and Oakcrest Terrace developments provide 121 affordable apartments in Yorba Linda, California. The developments are located in Savi Ranch, a neighborhood characterized by retail and commercial offices. After an initial referendum to rezone the necessary plots failed in 2010, the city engaged with the public to address concerns about affordable housing. The measure passed with 60 percent of the vote in 2012.
