This historic publication is part of a series of housing rehabilitation guidelines, to be adopted by states and localities on a voluntary basis and used in conjunction with existing building codes. Prepared by the National Institute of Building Sciences for HUD’s Office of Policy Development and Research, the series was written to fulfill the requirements of Section 903 of the Housing and Community Development Amendments adopted by Congress in 1978. This volume, the fourth of eight, is written for use by building officials and members of government, and provides information about the liability of code officials in applying building code to rehabilitation projects.
