Reducing Regulation Expands ADU Construction in California

The most recent In Depth article focuses on California’s efforts to expand the development of accessory dwelling units (ADUs). ADUs increase density through low-cost infill construction on existing properties and offer affordable rental rates. California began revising its state-level ADU regulations in 2016 and 2017, but local cities and counties could still impose their own rules. In 2019, however, California’s legislature enacted new laws limiting how much local jurisdictions can regulate ADUs. The reforms have fostered an increase in ADU construction.
