This historic working note describes the actions that 9,995 Housing Assistance Supply Experiment (HASE) enrollees took in order to qualify for cash assistance payments during the first two years of the program. In order to qualify, enrollees’ dwellings had to meet minimum standards. HASE, the second component of the three-part Experimental Housing Allowance Program, was carried out in the two test sites of St. Joseph County, Indiana, and Brown County, Wisconsin.
