This historic working note describes community attitudes towards HUD’s Housing Assistance Supply Experiment (HASE) in Brown County, Wisconsin and St. Joseph County, Indiana, during the demonstration program’s first two years. The authors relay details about the two sites, and assess public knowledge of and expectations about the program. HASE was the second component of the Experimental Housing Allowance Program, a federal experiment which tested the feasibility and desirability of a national program of direct housing assistance to low-income households.
