The Eviction Protection Grant Program is a relatively new program administered by the Office of Policy Development that funds experienced legal service organizations to provide legal assistance at no cost to low-income tenants at risk of, or subject to, eviction. Since its inception in 2021, PD&R has awarded $40 million in funding to 21 grantees in 19 states, with plans to award an additional $20 million in FY23 funds and $20 million in FY24 funds to subsequent cohorts of grantees. HUD’s evaluation of the program focuses on the initial 21 grantees and comprises an implementation evaluation to understand successes and challenges to program implementation and an outcome evaluation to document outcomes and analyze potential associations between outcomes, household characteristics, and services provided. The Interim Report presents early findings from the implementation evaluation; the Final Report will present comprehensive findings from both the implementation evaluation and outcome evaluation.

The Interim Report serves three main purposes: (1) to describe the characteristics of the grantees and subrecipients funded through the program, (2) to describe the characteristics of the households served as of June 2023, and (3) to document early program implementation for all 21 grantees. The data sources for the report are administrative data available as of June 2023 and one round of interviews with grantees, subrecipients, and HUD staff. This report does not discuss program outcomes. The Final Report will present a complete analysis of the implementation experiences of grantees, subrecipients, and HUD staff, document program outcomes, and discuss potential associations between household characteristics, services provided, and outcomes.
