This historical working paper details the early findings of the Housing Allowance Demand Experiment, a HUD-contracted test of housing allowance models in metro Phoenix, Arizona and Pittsburgh, Pennsylvania. Renter households enrolled in the experiment received direct cash allowance payments for three years, following one of several assistance models; a smaller number of control households received a $10 monthly payment for providing information. This publication depicts the initial position of the enrolled households prior to the delivery of the first housing allowance payment, describing their demographics, reasons for deciding to enroll, and housing circumstances.
