Budget and Financial Management Division

The Budget and Financial Management Division is responsible for providing PD&R with expert budget, financial management, Program and Salary and Expenses budget formulation and execution oversight and fund control, audit liaison, risk management and internal controls, and grants management support to ensure that PD&R's policy and research initiatives are successfully funded and implemented.

Procurement Management Division

The Procurement Management Division (PMD) is responsible for providing acquisition management, support, and oversight to PD&R's Contracting Officer Representatives (CORs) and other staff. PMD works closely with the Office of the Chief Procurement Officer (OCPO), the Office of Small and Disadvantaged Business Utilization (OSDBU), and other HUD support offices to facilitate the procurement of goods and services to meet HUD strategic objectives and the Department's mission.

Grants Management & University Partnerships Division

The Grants Management & University Partnerships Division is responsible for managing HUD's Research grants/cooperative agreements from cradle to grave. Two primary programs that we manage are: (1) The Research Partnership Initiative which gives HUD PD&R the authority to accept unsolicited research proposals that address current research priorities that are aligned with HUD's Strategic Plan and Research Roadmap and where HUD can gain value by having substantial involvement in the research activity; (2) The Research and Evaluation, Demonstrations and Data Analysis and Utilization Program (HUDRD) which is a competitive grant/cooperative agreement program that is used to solicit proposals on research studies and projects that Congress has funded.

In accordance with Presidential Executive Order 13779, the Division is responsible for preparing HUD's Annual Plan of "agency actions/efforts to strengthen the capacity and competitiveness of Historically Black Colleges and Universities to compete for Federal and Private Sector Opportunities."

Office of the Deputy Assistant Secretary for Economic Affairs


The Office of Economic Affairs is responsible for providing economic information and analyses and policy recommendations to the Secretary, Deputy Secretary, Assistant Secretaries, and the principal staff within the Department. The Office administers a broad housing and urban economic research program including: development and collection of HUD's housing market data, including the American Housing Survey and joint HUD and Census data releases on homeownership and housing construction; economic research and policy development for housing finance issues and support of Federal Housing Administration (FHA) mortgage insurance programs; the development and publication of HUD's program operating parameters including the Fair Market Rents, Area Median Family Income estimates, HUD Income Limits, and FHA Loan Limits; research on urban economic development and federal, state and local public finance issues including HUD's designations of Difficult Development Areas and Qualified Census Tracts for the Low-Income Housing Tax Credit; economic analysis of HUD regulatory actions; and detailed analysis of local housing markets by HUD's field economist organization.

The division produces a variety of HUD program annual operating parameters including Fair Market Rents, Area Median Family Income estimates, income limits, inflation adjustment factors, operating cost adjustment factors and FHA Loan Limits while also contributing to research regarding HUD's rental assistance programs.

Economic Market Analysis Division

The Economic and Market Analysis Division (EMAD) oversees HUD's field office economists who give the Department the capacity to have current, accurate, unbiased data and intelligence on local economic and housing market housing conditions/trends throughout the nation; this includes completing demand/supply market analyses reviews for multifamily housing applications submitted for FHA mortgage insurance. The division also produces reports that include metropolitan comprehensive housing market studies, Market-at-a-Glance reports, and regional narratives and local housing market profiles for HUD's U.S. Housing Market Conditions webpage.

Housing Finance Analysis Division

The Housing Finance Analysis Division serves the Department with expert advice and analytical capacity on the current and alternative systems for financing single-family and multifamily housing in the United States. It is principally concerned with the operation and effects of alternative mechanisms, institutions, and rules that govern how and which individuals can gain access to loanable funds to purchase or improve single-family, owner-occupied properties, or multifamily rental properties. Areas of focus range from (1) the retail or primary mortgage market, where borrowers are connected to a variety of lenders (mortgage bankers, thrifts, commercial banks, etc.) with the aid of various credit enhancements, such as FHA, VA, or private mortgage insurance; to (2) the secondary mortgage market, where lenders are connected to investors with the aid of government-sponsored entities, such as Fannie Mae, Freddie Mac, Ginnie Mae, or private conduits. Division staff study and evaluate the balance between expanding access to mortgage funds and the risk of default loss and institutional insolvencies.

Housing and Demographic Analysis Division

The Housing and Demographic Analysis Division produces the American Housing Survey, supports the Survey of Construction, and sponsors other surveys that involve the cooperation of HUD and the Bureau of the Census. The division is the primary office involved in analyzing AHS data to support departmental policy making. The division works with the Census Bureau to support the President's homeownership initiative through monitoring and disseminating homeownership rates. The division also produces the quarterly publication, U.S. Housing Market Conditions, short- and long-term studies as departmental needs require, and data files on subsidized households.

Public Finance and Regulatory Analysis Division

The Public Finance and Regulatory Analysis Division is responsible for all economic and regulatory analysis for the Department on all new rules and regulations as required by OMB. It also conducts policy research studies of public finance, economic development, taxation, and general economic policy as it affects housing, public sector financing, and community development. This responsibility includes development and monitoring of major databases, analysis of major economic and fiscal trends, research on major fiscal and economic policy development.

Office of the Deputy Assistant Secretary for Technical Assistance


The Office of Technical Assistance (OTA) is responsible for managing HUD's three Technical Assistance (TA) programs, alongside partner offices at HUD. OTA oversees the design, development, publication, and competitive award of HUD's umbrella TA program called Community Compass Technical Assistance and Capacity Building (Community Compass), which funds TA and capacity building activities for HUD's customers, including grantees, public housing authorities, tribes, legal service providers, and FHA-approved multifamily lenders and developers. Community Compass helps HUD's customers navigate complex housing and community development challenges by equipping them with the knowledge, skills, tools, capacity, and systems to implement HUD programs and policies successfully. Recognizing that HUD's customers often interact with a variety of HUD programs as they deliver housing or community development services, Community Compass brings together TA investments from across HUD program offices, including the Office of Community Planning and Development, the Office of Housing, the Office of Public and Indian Housing, the Office of Lead Hazard Control and Healthy Homes, the Office of Fair Housing and Equal Opportunity, and the Office of Policy Development & Research.

In addition to implementing Community Compass, OTA works with PD&R's Priority Projects & Innovation Division to oversee TA implementation for Distressed Cities and Persistent Poverty TA and Thriving Communities TA.

Planning and Coordination Division

The Planning and Coordination Division is dedicated to the strategic planning and coordination of various activities, including annual TA planning Department-wide, leading the Community Compass TA Notice of Funding Opportunity (NOFO) development, competition, and award selection in coordination with HUD's Program Offices. The Planning Division is also responsible for coordination and communication across HUD TA stakeholders, including developing and implementing internal and interagency strategic partnerships to leverage resources for mutual benefit. The Planning & Coordination Division also monitors TA budgets to build upon OTA's goal of maximizing resources.

Risk and Performance Management Division

The Risk and Performance Management Division is primarily responsible for maintaining the integrity and efficiency of HUD's TA Program through annual risk-assessment and tracking and regular evaluation of performance measurement and management systems and processes. The Risk and Performance Management Division leads compliance oversight efforts including developing and updating the TA Risk Assessment Framework and risk mitigation efforts, as well as maintaining and launching monitoring protocols (remote and on-site). Internally, the Risk and Performance Management Division weighs in on the budget justification process and manages program efficacy through internal audits and evaluations of internal controls, facilitating regular training for existing and new HUD TA staff, developing and maintaining business process standards, and overseeing the operations and development of TA award management systems, including DRGR.

Award Management Division

The Award Management Division is comprised of technical experts focused on capacity-building and the maximization of TA resources through oversight of TA award execution throughout the award lifecycle, including new award execution and support, eligibility reviews, work plan design and implementation, monitoring grantee performance, and tracking the utilization of funds. In addition to regular award management duties, including voucher reviews and award closeout, the Award Management Division is also responsible for coordinating with the Risk Division to identify areas of improvement in business processes and training HUD's TA staff, including GTRs, GTMs, and TA Managers. This Division primarily supports oversight of HUD TA Award Recipients and works closely to oversee TA delivery with HUD program office partners.

OPD consists of four divisions that have distinct but related responsibilities:


Policy Development Division

The Policy Development Division's (PDD's) staff of analysts apply a wide range of expertise in housing and community development issues to develop and implement the Department's policies and programs. These efforts include developing and recommending new or revised programs; developing, analyzing, and reviewing legislation, regulations, policy statements, reports, and budget analyses; coordinating the development of national housing and economic development policy with other federal agencies; drafting HUD policy studies on major housing and urban development issues; and carrying out other assignments of an urgent nature. The Division ensures the relevance of research to policy, advises on the policy implications of research, and is a key HUD resource for performance measurement data.

Research Utilization Division

The Research Utilization Division (RUD) ensures that research results and policy information reach the intended audiences efficiently and effectively. It provides housing and community development policy translation. It ensures effective dissemination and interpretation of PD&R research using in-print and online materials and face-to-face interactions. It disseminates PD&R's reports; operates PD&R's information service and clearinghouse, HUD USER; and oversees the development and maintenance of PD&R's website, huduser.gov, and associated mobile applications. The Division develops programs, projects, and products designed to communicate often-complex information to potential users. RUD provides PD&R staff with editorial and writing support and manages conferences and workshops. RUD also manages the HUD Secretary's award programs.

Priority Projects and Innovation Division

The Priority Projects and Innovation Division (PPID) designs and manages new programs and leadership initiatives, transforming abstract ideas to actionable realities. The team, with a diverse skill set, thrives on executing with creativity and flexibility, often developing programs in settings with minimal structure, policy precedent, and guidance. By fostering relationships, refining processes, and leveraging what we learn, PPID works to improve outcomes for the programs and their customers. Current programs include the Eviction Protection Grant Program and Distressed Cities Technical Assistance; current initiatives include improving disaster data matching processes and supporting research by Minority Serving Institutions.

Program Evaluation Division

The Program Evaluation Division designs, conducts, and manages evaluations that assess program and policy initiatives undertaken by the Department. The goal of the Division is to generate evidence through the support of evaluations that meet the core principles and practices of HUD's Program Evaluation Policy-including rigor, relevance, transparency, independence, ethics, and technical innovation-to inform policy and practice on a broad set of housing and urban development issues.

The Program Demonstration Division is responsible for conducting and overseeing systematic and rigorous research on programs and experimental demonstrations operated by the Department. Research and evaluations produced by this division provide policymakers with reliable, credible data to inform policy decisions about the performance of the Department's new and innovative program initiatives.

Program Monitoring and Research Division

The Program Monitoring and Research Division conducts research and carries out a variety of efforts designed to support and enhance Department-wide program monitoring. Division staff work closely with HUD's program offices in assembling, maintaining, and promoting the use of data and information describing HUD operations. for example, Division staff have been involved in the ongoing design and implementation of the MTCS and TRACS databases for the assisted housing programs, and have been actively involved in development of the MTC Support program monitoring system for use by headquarters and field staff. Particular areas of emphasis include research on HUD-insured multifamily housing, assisted housing, fair lending, rural and Indian housing, and the Moving to Opportunity demonstration.

Affordable Housing Research and Technology Division

The Affordable Housing Research and Technology Division conducts studies and provides research assistance on issues related to building codes, standards, and technologies; land use planning and housing issues related to "green" construction and energy efficiency; disaster preparedness and resilient construction, and housing and community planning addressing the needs of multiple age, income, and accessibility groups. Division studies include land use, affordable housing preservation, energy costs and public housing, affordable and innovative housing technologies, and the application of multiple academic disciplines to energy efficiency, accessibility, transportation, and affordability. The studies address key issues in assisted housing, mixed income, and market-rate communities.
