Re-opened in January 2022 after a year-long, $7.2 million adaptive reuse project, Transfiguration Place Apartments is a 19-unit affordable development in Detroit’s Banglatown neighborhood. Ethos Development Partners and Cinnaire partnered to convert the vacant school into modern apartments with all-new electrical and HVAC systems. The renovation also added new community and laundry rooms on the first floor.

One year after the law took effect, PD&R staff interviewed eight property owners and managers in California who use HUD’s project-based rental assistance program to understand their experiences with the implementation of the bill.
