Dallas, Texas: Revitalization of an Old Mall Site Addresses Socioeconomic Disparities

In 2021, Palladium RedBird opened as the first phase of Reimagine RedBird, an initiative to transform an old mall site into a mixed-use development in Dallas. As a partnership between the city of Dallas and affordable housing developer Palladium USA, the 300-unit project provides mixed-income housing and comprehensive resident services and amenities. Furthermore, focusing on socioeconomic solutions for underserved residents also addresses historical challenges such as redlining and lack of investment in southwest Dallas. In 2022, the National Association of Local Housing Finance Agencies recognized the project with a HOME Excellence award. Read more at:

A Strategy Guide for Air-Sealed Townhome Area Separation Walls That Meet Energy and Building Codes

For this project, experts investigated and developed strategies to improve the area separation walls (ASWs) or shared interior walls of townhomes. The researchers propose nine strategies — including regulatory and technological approaches — to assist builders, architects, and code officials in achieving cost-effective ASWs that meet both the air tightness requirements of the International Energy Conservation Code (IECC) and fire protection requirements from the International Residential Code (IRC). Call For Entries: 2024 Secretary's Award for Public-Philanthropic Partnerships
The Secretary’s Award for Public-Philanthropic Partnerships recognizes excellence in partnerships that have both transformed the relationships between the public and philanthropic sectors and led to measurable benefits in housing and community development, including increased economic development, health, safety, education, workforce development, disaster resilience, inclusivity and cultural opportunities, innovative regional approaches, and/or housing access for low- and moderate-income families.

Completed applications must be submitted via e-mail no later than 11:59 p.m. PT, Friday, February 23, 2024. Please complete this application form (available at https://www.huduser.gov/portal/about/Pub_Phil_2024_Intro.html) and e-mail it as an attachment with all other required materials to HUDaward@cof.org.


Call For Papers: Cityscape Symposium - Lessons Learned from HUD’s Family Self-Sufficiency Program Evaluation
In 2025, Cityscape intends to publish several articles in a symposium that explore strategies for improving program outcomes for HUD’s Family Self-Sufficiency (FSS) program. A central goal is to highlight programs that perform well on measurable outcomes, including reducing the FSS drop-out/exit rate, recruiting and retention strategies, and achieving long-term income growth. Papers may be from any discipline but broad enough for a multidisciplinary audience. Articles must be original work not published elsewhere.

Submitted papers deemed appropriate for the symposium will be peer-reviewed and may need to be revised and resubmitted before a final decision on publication is made. To be considered for the Cityscape symposium on Lessons Learned from HUD’s Family Self-Sufficiency Program, papers must be submitted by May 1, 2024. Submit papers to both of the following email addresses: Mark Shroder (mark.d.shroder@hud.gov) and Regina Gray (regina.c.gray@hud.gov).

PD&R is also seeking reviewers. If you are interested in being a peer reviewer for this symposium, please let us know and provide a current CV so that we can match you with appropriate papers.
