A report on programs of financial relief available to victims of floods, prepared by the secretary of HUD for the president and subsequently made available to the U.S. Senate Committee on Banking and Currency. This report resulted from the Southeast Hurricane Disaster Relief Act of 1965 and was intended to provide a basis for potential future legislation. In his concluding message explaining the publication of the report, President Johnson stated that "Additional study is required before final judgement can be reached on the design of a national flood insurance program." Two years later, the National Flood Insurance Act of 1968 was passed, creating the National Flood Insurance Program.
