This historic report communicates the design of the Housing Assistance Supply Experiment (HASE) as originally conceived by the Rand Corporation in May 1975. HASE, the second component of the larger Experimental Housing Allowance Program, was a five-year test of a housing assistance program at two sites: Brown County, Wisconsin and St. Joseph County, Indiana. Rand established a program, administered by a nonprofit Housing Allowance Office in each test location, of direct cash assistance to eligible renter and owner households. The major purpose of HASE was to determine the impact of such an assistance program on the local housing market.
