The overall goal of the project was to demonstrate the feasibility and effectiveness of the NHS partnership model to meet the special housing needs of rural areas. Vermont represented an excellent test site in that we had interest from the Federal Home Loan Bank of Boston, HUD, and the New England District staff who had some previous NHS experience in the State of Maine.
