Message from PD&R Leadership:
Tracking the Nation's Worst Case Housing Needs
Using data from the biennial American Housing Survey, HUD produces the Worst Case Housing Needs report to Congress every two years. The report describes the housing problems faced by the country's very low-income renters. Marge Martin, director of PD&R's Policy Development Division and one of the report's authors, discusses the methodology and content of the recently published Worst Case Housing Needs: 2017 Report to Congress.

Affordable Housing Honoring Native American Cultural Values in Phoenix, Arizona
Cedar Crossing, a 74-unit affordable housing development serving the formerly homeless and those at risk of becoming homeless near downtown Phoenix, Arizona, opened in January 2016. The $17.6 million housing development and the co-located Patina Wellness Center, a 70-bed residential facility for adults recovering from substance use, were both erected by the nonprofit Native American Connections. Lessons From the Worst Case Housing Needs: 2017 Report to Congress
The newly published Worst Case Housing Needs: 2017 Report to Congress used American Housing Survey data to describe the worst case needs among the nation's renters. People with worst case needs are very low-income renters; receive no government housing assistance; and either face a severe housing cost burden, live in severely inadequate housing, or both. From 2013 to 2015 the number of worst case needs renters increased, as did the likelihood that a low-income renter household had worst case needs. The research article summarizes these and other key findings from the report.
