This historical report was produced by HUD for Congress to summarize the Community Development Block Grant (CDBG), Urban Development Action Grant (UDAG), Rental Rehabilitation Demonstration, Section 312 Rehabilitation Loan, and Urban Homesteading Programs. These programs provided funding for community revitalization, the rehabilitation of housing and property, and the creation of business opportunities and jobs. This report covered major topics and issues related to the implementation of community development programs during Fiscal Year 1985 and surveyed the long-term trends associated with these programs.
