This historical publication is a summary of the Department’s activities and programs between 1981-1989 during President Reagan’s tenure. The report is comprised of seven chapters: an overview, housing assistance, homeownership, community development, streamlining HUD’s management, fair housing, and international affairs. The primary focus of the Department under Secretary Pierce was to cut federal spending while at the same time increasing the number of households assisted by HUD.
