This historical report was produced for Congress and presents a statement of progress made on the Administration’s urban policy proposals. Additionally, it provides an in-depth analysis of important patterns and trends which affect the country’s urban communities and their residents. The executive summary has three sections: key accomplishments made in carrying out the 1978 policy objectives, summarizing the report’s in-depth analysis with particular attention paid to the problems faced by distressed urban communities, and the 1980 policy statement.
