This historic manual describes the Department of Housing and Urban Development's policies, procedures, and requirements for federally assisted urban renewal programs. Notably, "Old Act" slum clearance and redevelopment projects authorized by Title I of the Housing Act of 1949, as amended prior to the Housing Act of 1954, are not addressed by the handbook. The document was written for use by both HUD employees and their local counterparts in public redevelopment agencies and housing authorities.
