In the early 70's,IocaI governments began to face increasing responsibilities as the federal government started to change the way it allocated funds. Revenue sharing and block grants began to replace special purpose grants and programs. Although local officials welcomed a broadened role in program planning and policy-making, many did not have the management resources for effective program implementation.
