This request is for an extension of clearance previously granted by OMB for annual canvass instruments for the Moving to Opportunity for Fair Housing (MTO) program. MTO is a unique experimental research demonstration. Authorized by Congress in the Housing and Community Development Act of 1992 at the request of the Department of Housing and Urban Development (HOD), MTO makes use of Section 8 Rental Assistance, in combination with intensive housing search and counseling services, to learn whether moving from a high poverty neighborhood to a low-poverty community significantly improves the social and economic prospects of poor families. This carefully designed random assignment research effort operated in five cities: Baltimore, Boston, Chicago, Los Angeles, and New York. The operational phase of MTO ended in February 1999.
