This year’s second edition of Breakthroughs has just been posted on the Regulatory Barriers Clearinghouse (RBC) website. In this issue, you’ll read about proposed changes to the city of Los Angeles, California’s rent stabilization ordinance, California’s new statewide green building code, and two “net zero” affordable housing developments under construction.
