Former Grant Programs Funded by PD&R’s Office of University Partnerships


PD&R’s Office of University Partnerships (OUP) ran a number of grant programs focused on minority-serving institutions.

  • Alaska Native/Native Hawaiian Institutions Assisting Communities (AN/NHIAC): OUP initiated the Alaska Native/Native Hawaiian Institutions Assisting Communities program in Fiscal Year 2000. This program assisted institutions of higher education expand their role and effectiveness in addressing community development needs in their localities—including neighborhood revitalization, housing, and economic development—principally for low- and moderate-income persons.

  • Hispanic-Serving Institutions Assisting Communities (HSIAC): OUP’s Hispanic-Serving Institutions Assisting Communities grant program was used to revitalize local communities while fostering long-term changes in the way Hispanic-Serving Institutions related to their neighbors and communities. The HSIAC grant program facilitated numerous partnerships to address critical social and economic issues, including poverty, education, housing, healthcare, and local neighborhood capacity building. The program also assisted colleges and universities in integrating community engagement themes into their curricula, academic studies, and student activities.

  • Historically Black Colleges and Universities (HBCU) Program: The HBCU program was designed to help HBCUs expand their role and effectiveness in addressing community development needs in their localities. These needs included neighborhood revitalization, housing, and economic development, principally for persons of low- and moderate-income.

  • Tribal Colleges and Universities Program (TCUP): TCUP supported Tribal Colleges and Universities (TCUs) to build, expand, renovate, and equip their own facilities. The program also expanded the role of TCUs into the community through the provision of needed services such as health programs, job training, and economic development activities.
