Harvard’s Joint Center for Housing Studies recently held a virtual event convening public, private, and nonprofit housing policy experts to share findings and recommendations from the Center’s latest report — America’s Rental Housing 2024. The report finds that although the rental market is cooling, evictions and homelessness are rising as an increasing percentage of renters face cost burdens. Panelists discussed several policy solutions to boost affordable rental housing supply and protect renters: implementing a Housing First model, enacting low-cost capital arrangements, breaking regulatory barriers, and preserving existing housing stock.

Houston, Texas: Disaster Recovery and Mitigation Lessons Learned Following a Natural Disaster

In the Leadership Message, Peter B. Kahn, Associate Deputy Assistant Secretary for the Office of Policy Development, and Calvin Johnson, Deputy Assistant Secretary for the Office of Research, Evaluation, and Monitoring, discuss lessons learned for disaster recovery stemming from Houston’s experience following Hurricane Harvey. In a February 2024 event with representatives from Japan’s Policy Research Institute for Land, Infrastructure, Transport and Tourism, participants received briefings on post-disaster housing and flood mitigation efforts, Houston’s climate action plans, and advances in the area’s flood control district.

Converted Parochial School Provides Sustainable, Supportive Housing in Ithaca
In Ithaca, New York, home of Cornell University, 33 percent of residents live at or below the federal poverty line, and a growing number of residents are experiencing homelessness. To address the growing need for affordable and supportive housing, local developer Ithaca Neighborhood Housing Services opened Founders Way in November 2022 in the converted former Immaculate Conception School. Founders Way consists of 75 units, including studios, 4-, 3-, 2-, and 1-bedroom units, all of which are reserved for families earning between 30 percent and 100 percent of the area median income. Six units are reserved for survivors of domestic violence, seven for youth aged 18 to 25, and nine are for individuals living with an intellectual or developmental disability.

Back to the Future: Advancing Innovative Technologies To Build Better, More Affordable Homes
HUD has a long history of promoting housing technology and innovation. HUD’s current research agenda on innovation traces back to the Partnership for Advancing Technology in Housing (PATH). From 1998 to 2008, PATH pursued its mission to research building technologies that would improve the general quality and performance of housing as well as expand and preserve the nation’s supply of affordable housing. Even after the program’s termination, PATH research has consistently ranked among the top 10 most-searched documents on the HUD User website. Subsequent research efforts have built on PATH’s legacy while broadening PD&R’s research agenda to include strategies that increase housing supply through innovative market interventions.

Global Cities and Affordable Housing: Athens

Securing affordable housing has become increasingly difficult for Athenians in recent years, with some areas of the city experiencing rent increases of up to 50 percent since 2017. In response, Greece’s Ministry of National Economy and Finance has begun to develop unused state property to construct social housing for the most vulnerable groups of the population in Athens. It is the first social housing to be developed in Greece.
